Does this upload my photos?

No. The page runs in your browser. Photos copy from the iPhone over USB into a folder you pick on this computer. After the page loads you can turn the internet off. Check the network tab if you want proof.

Do I need iTunes or iCloud?

No. This is a USB copy. There is no Apple account, no iCloud, and no iTunes.
